When you get a new passport, you're supposed to take it to a GE enrollment center to get a new sticker put in it. I think that they said they also enter it into the computer at that time and transfer your membership, implying that this didn't happen automatically, but I can't be sure. What I am sure of is that this step of taking in a renewal passport a) doesn't require an appointment, and b) doesn't cost anything.
I was told by CBP when I went for my "interview" that you can update your GE for a new passport online and do not need to bring it to an office. Of course, you won't have the sticker immediately, but in practice the sticker doesn't do much and I know several people who never even got the sticker to begin with.
