I think you are picking a lot of nits here. The intent is that MLL-eligible elites will be permitted to bring their family members who are accompanying them on a trip. Any number of ticketed family members would be permitted without charge. Otherwise, non-related guests would be limited to one before a charge is imposed.
I honestly cannot complain about reducing the guest privilege to one person from two. And the $20 charge is a good way of addressing the issue of additional non-member guests, making it possible to accommodate extra guests. [Better than charging us all an annual fee as is the case in the US.] Ask yourself, how many times have you had more than one person you wanted to bring into the MLL who was: either i) not an Elite or SuperElite, or ii) not holding a J-class boarding pass?
As for the TANGO example, one guest can come in under the general provisions of being an SE, and the second one as his/her $20 charge. [Hey, you're flying TANGO, so you got a cheap fare and you pay for any other frills, why not the MLL?] I never considered the MLL certificates for use under these circumstances. These are what I give my friends or relatives when they fly AC and I wish them to use the MLL.
