I think the phrase 'likely to receive an upgrade...' is a bit strong.

The bottom line is if you want to ensure you get an executive room or a suite then you need to book one. I appreciate it's difficult if work are paying so that's when the platinum check-in gamble comes in to play.
The definition of an upgrade within the PC loyalty programme doesn't specifically reference executive rooms / suites / club access so it's down to the property and how they want to operate at any given time.
I've had multiple nights in the same CP and sometimes had an executive room with club access and sometimes been given the bog standard room all based on their occupancy (and which way the wind is blowing).
