The plastic sleaving round the pins is for safety so that you can't be shocked by touching the top of the pin when the bottom is already in the socket. Normally these are on europlugs when the end is not round shaped, as the shape of the Euro-socket serves the safety purpose being recessed.

This would be extremely unlikely for a travel plug, but in the UK, our shaver plugs are two round pins; however they are slightly closed together.
