I'm not sure it is a lack of common sense.

We're probably talking about minimum-wage employees, who are not trusted (or "empowered" if you will) to make smart decisions, and are scared of doing the wrong thing and getting reprimanded.

Although I know you and would gladly cash your checks, Liz, I can sympathize with employees who are in their position.
