a few suggestions
1) doesn't sound like either one of the people you spoke with is a manager best resolution path for an exemption

2) don't stay for more than 30 days
rules change (including point accrual?)
check out for a day go somewhere fun and check back in

3) for getting cash ... and manager won't approve: amex or have then wire money if really stuck

don't recommend a cash advance since interest rate is terrifyingly high. If your bank doesn't have branch there, then stop in and ask a bank officer, If you're moving there you may want to get a local bank.

when you do get cash get enough for several weeks rather than $50 at a time

4) as far as "why not if I got key without ID", all that's likely to do is to get the clerk reprimanded or fired.
