The Promo-Awards for September should come out end of July or end of August and you would have to make sure that you grab one for you immediately, i.e. before they have run out of seats.

This advantageous way, however, would require you to be flexible. You might need some flexibility regarding your flight date and you will probably not get a Promo-Award straight to Washington. So you would have to buy a ticket from some airport nearby (for which there is a Promo-Award) to Washington. Finally, depending on when the Promo-Awards come out, you might be able to buy a Promo-Award only for the outbound flight, but not for the inbound flight. But even then, the Promo-Award thing could make sense because for 50000 miles you would get a one-way Business award ticket from Paris to somewhere in the US (possibly via AMS) and a one-way Economy award ticket from Washington to Paris.
