Starwood did standardize Platinum benefits across all properties as outlined the in the benefits guide. If hotels go over and beyond the standard "upgrade to the best available room, including select suites", then kudos to that property.
"Textbook" answer (I have >1000 nights and have been Platinum for 7 years, you don't have to explain the rules to me!). But you didn't actually answer my question... which was 1) It's confusing, does SPG recognize that? and 2) Why is the SF St. Regis the ONLY ONE that doesn't seem to offer the same level of benefits as the others? One would think that SPG would attempt to "standardize" a higher lever of offerings in the St. Regis to entice their Platinums to stay there (and pay the higher price)...

If you've stayed at a St. Regis before, you'd note that all go above and beyond the standard "textbook" offering. I'm merely asking why SF doesn't like all the rest and noting that on the St. Regis service spectrum, San Fran is at the FAR BOTTOM and it's frankly confusing to customers. It's confusing when you check into the Singapore St. Regis and they say "as part of the St. Regis (note, not Singapore benefits) platinum benefits, you receive free in-room coffee anytime a day and complimentary Butler Service" (as is the same at all the St. Regis's I've been in). Then SF doesn't include it as "part of the St. Regis platinum benefit"...
