Most agencies have very similar restrictions on debit card usage. No national chain that I know of actively encourages unrestricted debit card use (for good reason, IMHO). All have at least some form of qualification or restriction (pass a credit check, display flight itinerary, have an active/verified insurance claim, etc.).
And this Hertz thread is a good reason why rental car companies are less inclined to rent to people with debit cards....
