I don't recall getting any FS discounts in the past. If I did, it certainly wasn't large enough to be memorable. Maybe others will chime in. There is always the possibility of getting stuff thrown in via Virtouso or FSPP.

As for the Filipino rate at Pulo, they have to be a current resident of the Philippines. I met someone who did this about 5 years ago and while I don't remember the number, the rate difference at the time was pretty big.
