I was impressed with Ketupat in Kuta. They have everything you are looking for except for views (it's ground level and kind of in a "compound" off the main road) and it's surprisingly cheap. I'm sure you can spend a lot more money in Bali but I doubt you would get much additional for it except a more extensive wine and spirits list.

They have a very good local menu (including my favorite, beef rendang) and, if you are in a big group and you order in advance, you can even have them prepare a "Rijsttafel" for you.
