As a small caveat there are actuallyBank of America ATMs in Italy (and other parts of Europe) on nearly all US military bases at the BofA DoD Community Bank. THe ATMs give out both dollars and Euros (dollars because most base stores price in dollars). you can use any BofA ATM card in these with no fee. There is a fee already built into the exchange rate but it is signed, looks and acts just like a BofA ATM and if you take out Euros your statement shows an ATM withdrawl of 27.13$ for 20 Euros or whatever the rate is.
This of course doesn't help those without access, or nearby, but I know there are many retirees, dependents, reservists, etc. who view the site but didn't know about these ATMs. Locations are avialble via the Community Bank website.
