If you mean the Fast Track line that one can access via Flight Connections, this was assuredly not the case in mid February- last time I was there. That was only by cabin. If you're talking about the general landside->airside security like, I don't know as I haven't used that. I have used that line at T3, and I'm pretty sure that OW levels are not included.
