That _is_ the companion ticket price. To qualify you must purchase an "unrestricted" business class fare, which evidently costs $8,800. The $4,300 fare that you found is a restricted ticket (i.e. it may have an advance purchase, minimum stay, maximum stay, change fee, cancellation or other special requirement.)

This program doesn't provide two seats for the price of one at the lowest fare. It provides another method to obtain approximately the same fare per person when you cannot meet the requirements for discounted tickets.
