What he says is essentially correct in that it is something that should be reported to Hotel Customer Service; however, from a legal standpoint, all a hotel has to provide you is a room with sufficient bedding for the occupants there-in.
Compensation, if it is other than a Sheraton-branded property is up to the property itself. The Sheraton hotels are governed by the Sheraton Service Promise and must give some kind of compensation for a situation like this.
