This was not my experience; I had a TK flight that I scanned and sent in and got credited.
CO even explicitly states that it is possible on their site:

For missing mileage credit requests for flights on alliance partners email a scanned copy of your ticket receipt or travel agency invoice, including ticket number and a scanned copy of boarding pass.
Basically I took a picture of my BP and the receipt, making sure that the flight details, ticket number and booking code were legible and made a PDF of the email receipt I had from the original booking. I attached them to an email with this text:
Please find attached my receipt and boarding pass for a flight taken on partner airline Turkish (TK) in December 2009. The miles never showed up in my OnePass account. Please credit them to my account at your earliest convenience.
The miles showed up in my account a week or two later.
That second reply was likely from someone who misunderstood the question and thought you were talking about assigning a OnePass number to a future reservation. Either way, it should be possible to complete the transaction by email.
