Also, is Budapest Schengen Clear yet? I would like to transfer there, but I'd rather not have the hassle of a second security scan on arrival, so will give it a miss if not.

Budapest is Schengen but UK and Bulgaria are not so you will have to go through another security scan in both directions. Intra-Schengen transfers don't require this in BUD.
