That has generally been the case in my experience. When arriving on QR, everyone (in economy) takes the same bus. Sometimes it goes to the transfer terminal first, sometimes to the arrival terminal first, depending on where the plane is parked. Once everyone had to get off at the transfer terminal and then take another bus to the arrival terminal.
Perhaps they could have a choice of buses departing from the aircraft, but I have never seen this and doubt that they would do it that way.
