I think it would be useful to get away from entertaining the omnipresent red herring that is "Nobody has to fly."
Whether you're at the airport because you're traveling to see a sick relative, you're commuting to your job, you're making a mileage run, or you're going on vacation....these are all irrelevant to the question of whether touching people's genitals is an appropriate element of airport security. "You chose to fly, therefore you chose to have your genitals touched" is a non-sequitur; there is no relationship here.
Ultimately, everyone flies because they "want" to, and everyone at the airport would be out of a job if the only people flying were the people who "have" to fly.
To get back to the topic, I'm even more creeped out that someone picked this child for a patdown than I even am that someone patted her down.
