When did CO start charging an upgrade fee to use 15,000 miles to upgrade one-way

I am traveling in a couple of months and saw that a seat in F was available to me for 15,000 miles.

I am Silver Elite, and have been elite for many years.

Using the online system, you are now given the option of using another account to provide the miles for you.

My mom has been after me for a while to use some of her miles, and I was going to use them, until I noticed that if the miles come out of my account, there isnt a service fee, but if we use my mom's miles, they charge an upgrade fee of $150???

$150 seems to me an exorbitant fee, given that at OLCI, I might be offered the same opportunity to "buy-up" into F for around the same amount at that time.

I would have expected "maybe" $50. But $150 fee PLUS the 15,000 miles?

Just wondering when CO started this policy

ANother reason to keep my Elite Status I think!
