You're probably right in thinking it wasn't MSP weather that caused the cancellation. It looks to me like a PHL weather/ATC issue. The fact that the 0820 non-stop PHL-MSP didn't leave until 1133 suggests it wasn't limited to the Compass flight. Also, the FAA (on fly.faa.gov) says expect ATC delays in the NY Metro/PHL due to "low cloud ceilings/visibility/heavy rain/wind".

I believe the only way to really prove that it was not a weather related cancellation is to look at the on-time statistics released by the US DOT. Each delay is classified and attributed to a category (weather, ATC, airline ops, etc). But these don't get released for a few months.
