I'm guessing you meant 12AM (midnight) to 6am because 18 hours of television quiet time is pretty much a death wish for any hotel.

So what happens when someone who wants to watch Monday Night Football and it goes into overtime and he was given a room on one of your "No TV from Midnight to 6AM" floors because the rest of the hotel was full? The hotel forums would be full of threads demanding extra points or other comps because a working television is an expected piece of equipment in every hotel room just like a toilet or telephone or bed.

Most of the time a quick call to the front desk requesting that they ask the offending guest to reduce the volume to a reasonable volume would solve the problem. Much better than TV locks and maintaining different floors.
