A hotel is responsible for providing you the service which they sold you, and which you REASONABLY expected.
This would include a quiet place to sleep, and a clean functioning bathroom. It may include more, depending on the property.
Westin advertises its Heavenly Bed as an inducement for you to expect a good night sleep at the Westin. W and Sheraton also induce your good nights' sleep with bed ads.
One would think that they are selling you a quiet as well as comfortable place with this marketing.
The occasional "issue" I have had with noise has either been dealt with by a late night phone call (its funny to hear the phone in the next room ring as soon as you get off the phone with the front desk), or at check out. The problem is that no amount of reduced bill, etc., makes up for the sleep.
Anyway, it is the hotel's responsibility to provide the quiet enjoyment for which you contracted. The remedies, however, don't make up for lost sleep.
