Yes it is correct.
You need to earn 600 TPs within your membership year to be promoted from Blue to Silver.
Your TP total is then re-set to zero and the start date of your membership is also re-set to the date of your promotion.
You then have to earn 1500 TPs within your new Silver membership year to achieve promotion from Silver to Gold.
