How do you 'motivate' the offending pax to supply real contact information? And assuming you do get real contact information, what happens if you later contact the offending pax, ask for reimbursement for any damage and then get ignored? I guess if the offending pax was from the same origination point in the US, small claims court might be an option.
I say this because I've had something similar happen. Rear-ended by an out-of-state driver. Gave me all his information, admitted his fault to both the police and me, promised to pay. Except then he didn't. Fortunately, my insurance got attorneys involved and managed to extract payment from him, so I wasn't even out my deductible. So much for 'doing the right thing'.
