Actually, I've been able to combine PNRs. Like a lot of things, it all depends on the specific agent that you get on the phone.

The process is actually where the two separate PNRs are reissued as a new PNR (and goes through the reissue desk). I've done it a couple of times, it just takes about 20 mins.
