I see. I think that like all terms that are used to tease others, the response often depends on the context in which the word is used. If it is used in an angry, belligerent manner, then it will probably be thought of as an inconsiderate insult. If one is cheerful in using it, there is probably a 50/50 chance of causing offence. If one does happen to cause offence by using the word, one should apologize and move on.
