The answer is yes. I am Canadian, living in Canada. I have had this SPG AMEX for 2 years, almost 3 now. It's not so much the 1 pt per $US spent that's good, AMEX USA offers lots of targetted promotions with this card and they are awesome, just ask the people around here.
