Wouldnt be able to sit properly and for some people standing up from sitting (effectively ) on the floor on lower lever would be a hassle plus climbing in and out of upper seats wouldnt be that easy. HEadroom would also be an issue , plus missing from the joke picture is where the extra sets of oxygen maks ,lighting etc would go plus no space allocated for storage of carry on luggage
