You can't take the bus to HND and catch a flight from there?

edited to add: Just noticed that the last HND-FUK flight leaves at 8pm which may be too early for you to catch. However, you could stay near HND and catch the first morning flight to FUK around 6:30am, which should get you there before the start of business that day.
