The 18" is your only safe bet based on your travels, but you give up a lot of space.

I highly recommend you choose a 20" International Wheeled carry on from another brand. Really one with the handle inside of the bag. A carry on shouldn't take the same wear and tear as checking so you could go with something costing less.
