AFAIK, you would have to report the damage to the location to the rental agency in which you rented your rental vehicle. They will have you fill out a damage report. You might have to get a police report for the incident, since most credit card insurances require it and Hertz will require it. You would fill out a claim for the car you rented with your Diners card since it is primary. You would still have to report it to your insurance agency since credit cards don't normally cover liability, which means your insurance would have to pay for the damage to the other rental vehicle.
