There are a lot more people would use arrivals lounge than you think even if they are terminating. If not CX and NH wouldn't build one in HKG and NRT respectively in the past several years. Besides, I am not sure if you familiar with UA's IFL, many of them already have showers like ORD, SFO, NRT, and HKG. Also, in order to access IFL, one need to fly F in order to access, whereas Arrivals only need to fly paid C or award C to gain access.

Many hotels are either far away or doesn't permit early checkin (very few allow to checkin at 9 or 10 in the morning, or they are going to charge an extra day especially 4 or 5 stars hotels.)
