Minor correction to the OP but a common mistake that creates much confusion. You are talking about China Airlines [CI] not Air China [CA] (Air China is a *Alliance Carrier). There is no "China Air."

Now - Back to your original question - I would avoid CI LAX-TPE, especially in J. I would try to route through NRT on DL. The NRT-TPE service is quite good and the connection time in NRT is usually very good.
