It's not relevant; there are 3.78 litres in a US gallon. That was the basis for my comparison. Imperial gallons don't play a role here.

And yes, the price of petrol is more sensitive to the price of oil in the US than the UK because of much higher duties in this country. In this instance, I can see how the 3.5x mutliplier is possible.
