I am sure Lurker can give more specific information, but generally the AMEX FHR program is a one category room upgrade. If you ask your PTS/CTS travel rep, they should be qouting you rates for certain room categories and telling you what it upgrades to. For example, the Standard Room at a location would uprade to a Deluxe Room, while the Deluxe Room might upgrade to a Junior Suite, and a Junior Suite might upgrade to a 1BR Suite. Each hotel may have one or more FHR rates for different room categories, and each will upgrade one category. So to answer your question, I doubt there is an FHR rate that gets you an upgrade to a speciality suite.
