Starwood could very well think the area is wildly profitable. But, that might not matter one iota. Starwood is not in Naples (or any city for that matter) because it hasn't been able to strike a deal with an owner-developer with an available property in the area.
As I am sure you know, Starwood owns very few properties. It relies on coming to terms with real estate owner/developers that have available properties.
