Are Canadians Locked Out from merging UA & CO accounts?

I have tried several times to merge my UA Mileage Plus account with my OnePass account and get the same results from several computers. "Server Not Found". I suspect the UA and CO servers are blocking foreign IPs for now. Has any one in Canada had this issue? I am in Calgary on a Shaw pipe and maybe that is the only issue.
