It seems like a silly thing IMHO especially considering the marginal cost of offering those things is probably less than 30 GBP. I don't see what the airline gains from this other than more confusion. The lounge dragons already have too many policies to enforce and they can't even get those straight. Adding this fare will be a disaster.
