I was tempted to say that this is nonsense because BA offer a fully flexible, fully refundable economy fare.
However D class is often cheaper than Y class, which is a good reason to buy CE. And there may also be a false perception, there certainly was at my previous company, that BA do not offer fully flexible and refundable ET.
