There are definitely rules about landing late at dca. It had to do with the type of aircraft and time. Dca bound flights can find themselves sent to iad if they miss the deadlines. I am sure our neighborhood pilots can provide the specifics.
Our rules are:
Curfew 2200-0700 LT Curfew applies to all aircraft except the A319/320. B757s qualify for takeoffs at all times.
