Not a pilot or dispatcher, but I do live right under one of the approaches to DCA. I believe there is a "last scheduled flight" limit for arrivals but it's not a hard stop and from experience I can tell you that when there is WX here or elsewhere we have arrivals at 0100, 0200 and even beyond that.
IIRC, the last scheduled departures from DCA are around 10pm, and the last scheduled arrivals are around midnight-12:30, but I arrived on a flight years ago at 1:30 due to wx delays.
