I don't believe this is accurate. The terms state:

Points may not be purchased except in connection with a conversion of points to a participating Frequent Customer program or redemption of points for a reward.
I read this to mean that points can be purchased in conjunction with any type of redemption, not only a transfer, but it is true that you cannot buy them just to have them sit in the account.
