According to the
airport directory entry for DCA, it's attended continuously. I looked the
entry for SAN, and I didn't see any restrictions on departures. Prior permission is required, but I didn't see any prohibitions.
SAN actually has a voluntary curfew. At no point is the airport actually "closed;" it's just closed for non-emergency traffic without prior permission.
