An interesting point... I actually made 6 changes but was only charged for 4. I was so fed up with these change fees by the 4th round, that I did a delta "call blitz" to actually find a customer service rep who cared. Took about 8 calls. She waived the fee's on the last 2 changes I had to make. They do have the power. Was probably the nicest rep i've ever talked to.
