Given the support this has in the house at large (five authors, forty-four coauthors, out of a hundred fifty reps), Gov Perry may not even be relevant. One seat shy of a third of the house has signed on in support, before any vote. If it passes both houses with two thirds vote, it immediately becomes law and the governor's signature is irrelevant.
