Low balling
The VTG quote failed to include port charges. They did not offer the airfare credit. They were not upfront about either of these. So I chose to use an agent from a large consortium who gave a more upfront quote.

We are happy with our upcoming cruise. Black Sea on Crystal. Only 6 months to go.
