This is not limited to the US. We were just in Zurich, and while wine and beer was free, liquor was not. I find it hard to beleive this would be a surprise to anyone who travels 50+ nights a year.
I have earned the majority of my nights in Residence Inns; many others earn their nights in FI, CY, SHS, TPS, and RI's. If you rarely/never stay in hotels without an EL, I can understand how you might not realize this.
While most people would know this (my award nights are usually in Marriott+), it is not inconceivable that some people might not have that experience.
