- that these third-party "service agents" enforcing the limits are likely to be a real pain

I am also very worried about those third-party agents. I avoid connecting through ZRH because of their rudiculous rules (they do not check - anything with wheels is oversize). Let us wait for recent experience of fellow travellers how LH will implement and enforce this.
