And nothing I've seen (or read here) seems to refute the notion that if you start doing this, you're name will be on a watch list of suspects who may be engaged in illegal activities. And why not? There certainly is no longer any need to carry big wads of cash around. The first guess law enforcement will make is "wants to do a lot of business without a paper trail". Fugitives often take that route. Deadbeat dads do. And even the occasional honest person. It certainly is eccentric in an electronic society. Oh, and I suppose rightwingers arming to fight the government may be doing that, too.
It seems to me you are confusing two seperate procedures.

You only file a FINCEN105 for int'l trips with "cash" over 10k$US. The laws are explained on the form, which you can easily find online (carpe google).

There is no law or rule about any amount of cash you can or cannot carry in the US.


There are other rules involving banking in the US where transaction of $10,000 are reported to the US gov't. This includes wires, deposits, transfers, checks, etc. I am not an expert on this line of reporting/requierments but it is my undestanding it is partially tax related, and partially criminal related. Some above tried explaining SARs CTRs etc.

For example, I have received several yearly bonus payments well over 10k$US directly deposited into my US and sometimes my foreign bank accounts. The banks often tell or send me disclosures that these must be reported to the IRS (but it is the banks job to do it). Nothing more comes of the matter. Now if I failed to have my accountant declare it on my tax form that might cause a different problem.

I know people that regularly move and wire millions of dollars, euros, etc. Thousands and thousands of these transactions happen everyday. The government is not looking at everyone. They have never been asked a single question.
